It was almost midnight on Sunday, July 12, at Rong Beer Na Lat Phrao — a popular music bar in Bangkok’s Chatuchak district, walking distance from the weekend market that draws tourists by the thousand. A live band was on stage. The room was full.

At around noon on Thursday, July 9, flames broke out on the ground floor of the Huiteng shoe factory in Jinjiang, Fujian province — the coastal city known as China’s “shoe capital,” where thousands of factories produce roughly a fifth of the world’s athletic shoes, more than a billion pairs a year.
